Jakobs:In den schweren Auseinandersetzungen zwischen den Erzbischöfen von Köln und der Stadt Köln einerseits, den rheinischen Magnaten und den Erzbischöfen andererseits nahm Werner seit 1263 Partei für die Stadt Köln, die damals mit Hilfe wichtiger Vertreter des niederrheinischen Adels ein gegen die Erzbischöfe gerichtetes, großangelegtes Bündnissystem zu etablieren begann, das bis in die Mitte des 16. Jhs erfolgreich funktioniert hat. Seit Mai 1263 machte die Stadt Köln Adelige zu erblichen Außenbürgern, indem sie entsprechende Verträge mit ihnen abschloß. Die ersten sieben, die dieses Bündnissystem zu errichten halfen, waren Graf Willhelm von Jülich, sein Bruder Walram, Werner III. von Merode, Harper von Louvenberg, Wilhelm von Frenz, Herzog Walram von Limburg und Graf Dieter von Katzenelnbogen. </td> </tr> <tr> <td class="z" style="font-family: arial, helvetica, sans-serif; font-size: 12px; color: #000066;">Es ist schwer zu entscheiden, ob Werner von Merode in den Jahren nach 1263 eine mehr selbständige politische Rolle gespielt hat oder überwiegend als Parteigänger des Grafen Wilhelmvon Jülich zu betrachten ist. Der Graf unterhielt zur Stadt Köln ausgezeichnete Beziehungen und stand in schärfstem Gegensatz zu den Erzbischöfen.
