Er war ein Sohn des Grafen Hermann I. von Ravensberg und von Calvelage und der Judith von Zutphen (Tochter von Graf Otto).
Otto I. nannte sich als erster Graf von Ravensberg.
Er war ein Anhänger Heinrichs des Löwen und erschien mehrmals an dessem Hofe.
Er kämpfte in Friesland um alte Rechte und stand besonders gegen die Grafen von Tecklenburg.
