William L. “Bill” Card, 73, a former
policeman and police chief in Staples for over 20
years, died Thursday morning in Little Falls.
Mr . Card was born in Staples and spent
virtually his entire life here. He attended Staples
schools, where he participated in football,
basketball, and other athletics in the early
1930’s. In 1951 he became a member of the
Staples police force and in 1956 he was named
police chief. He served in that role until he
retired in 1974.
Bill Card was born Oct. 3, 1913 in Staples,
the son of the late Howard and Rose (Ringler)
Card. He was united in marriage to Irene
Latvala on Jan. 23, 1941 in Brainard.
He served as the Staples community recreation
director and as an assistant high school coach in
his younger years, prior to going to work for the
Northern Pacific railroad.
Following a few years of working for the
railroad, he started his career with the police
force in 1951. He was also a deputy sheriff
for five years, serving in both law enforcement
capacities at the same time.
During his service as chief, the Staples police
force received its first radio system, with a twoway
radio unit installed in squad cars to allow
communications between a police officer on patrol
duty and the telephone company dispatcher.
Prior to that, lights located atop the water tower
were used to notify police officers of an emergency
or trouble. When an officer was needed, the
lights were turned on by the dispatcher. The
lights were visible from almost anywhere in the
city, and when an officer noted the light was on,
he would go to a phone to call the dispatcher for
the message.
Following his retirement in 1974, Bill and
Irene Card moved to Lake Shamineau where he
lived until his death. He was a member of the
Minnesota Police and Peace Officers Association
and a past president of the Staples Rotary
Club. More recently he was a member and
past president of the Lake Shamineau property
owners association.
Mr. Card is survived by his wife, Irene; one
foster son, Lyle Kivisto of Grey Eagle and one
foster daughter, Jeannette (Mrs. Gary) Holm of
Staples; one brother, Peter Card Sr. of Staples;
and many nieces and nephews. He was preceded
in death by one brother and three sisters.
The funeral service was on Saturday, April 25,
at the Congregational Church in Staples, with
Rev. Chester Olsen officiating. Burial in the
Evergreen Hill Cemetery at Staples. The Brenny
Funeral Home, Belling Huff Chapel, was in
charge of arrangements.
Honorary pallbearers included past and present
members of the Staples Police Department, the
Todd County Sheriff ’s department and the
Wadena County Sheriff ’s department. Also
serving as honorary pallbearers were Armand
Anderson, Merle Morrison, Charles Westin,
Dick Read, Loren Cameron and Rev. W. Lloyd
Hanley.
Active pallbearers included Peter Card III,
Michael Card, Allan Card, Ken Sheveland,
Kevin Holm and Gary Holm.
