Scott was a graduate of Whitesboro Central High School in 1950, St. Lawrence University in 1954, and Albany Law School of Union University with an LLB Degree in 1960. He became a partner with his father, in the firm of Creaser & Creaser Attorneys at Law, in Whitesboro, New York. For many hears Scott served as the Village Attorney for the villages of Whitesboro and Yorkville. He was elected Oneida County Legislator, representing the 12th district for 22 years, from 1968 to 1990. He also served as Ways & Means Committee Chairman. In the early 1990's he served as Chief Attorney for Oneida County Department of Social Services. Scott served in the US Army Reserves from 1954 to 1984, retiring with the rand of Colonel. He was called to active duty twice, serving in Bad Tolz, Germany from 1954 to 1956 in the 508th Military Police Battalion as a 1st Lt. and Japan in 1961 with the former 414th Civil Affairs Company of Utica, in which he later served as Commander. He also served as Commander of the 4403rd Civil Affairs Company of the Army Reserves in Liverpool, New York. He was a member of St. Paul's Church in Whitesboro, the Knights of Columbus, William E. Burke Utica Council #189. He was a member of the Oneida County Bar Association; New York State Bar Association' American Legion Posts #1113 of Whitestown and #1376 of New Hartford, Whitestown Vets Club' and the 40 et 8. He was a founding member of the Oriskany-Whitestown Rotary Club, served as President and then District Governor from 1973 to 1974, was a Paul Harris Fellow and a current member of the Johnson City, Tennessee Rotary Club. He was a found member of the Alzheimer's Association - Central New York Chapter and a member of the Utica Maennerchor.
