Born in New York City on May 1, 1901, Father entered St. Anthony's College in September of 1917. He received his primary education in the Public Schools and at St. Francis Xavier's in New York City. He made his novitiate at St. Peter's in Mission, Texas and after completing his higher studies at Sacred Heart in Castroville, he was ordained to the priesthood in 1926 at St. Mary's Church in San Antonio.

After a year at St. Mary's, Father worked as a missionary ministering to the people in Brady, Mason, San Saba and Llano, Texas. Later, he was in charge of the mission chapels in Sabinal, Rock Springs, and Camp Wood. For nearly eight years, he taught languages at St. Anthony's College. He was well known for his scholarly Latin Jokes which unfortunately often "went over the heads" of his students who were not as weilversed in the classics as he was. In 1949, Father was appointed pastor of the Sacred Heart Church in McAllen, Texas. During his pastorate, the Convent of the Sisters of Mercy was completed. In 1956, he was appointed Pastor of St. Mary's in Uvalde, Texas. In 1960, Father Brockman was appointed Chaplain of Marycrest, Mother House of the Sisters of Our Lady of the Lake, where he resided when his last illness took place.
